Launch Service's lineage is Carbon (to use a overloaded term).  It uses
FSRefs and OSStatus and other Classic Mac OS stuff.  I think asking on
carbon-dev would be appropriate.

(But I agree that Apple should remove some old lists and add some new
ones.  Browsing
