I'm afraid this is absolutely not the case, at least for CEP-21 
[cep-21-tcm|https://github.com/apache/cassandra/tree/cep-21-tcm]. This touches 
a vast amount of the existing codebase and rebases are large and somewhat 
painful. However, it's not all bad news! We have been rebasing periodically on 
trunk, so things are not getting too out of sync. The latest rebase was onto 
{{2a458ba01dae3b35b62ad2ef361e1acb567c97f0}} which landed just under a month 
ago. 
We are working currently hard on getting CI stable, so rebasing is best left to 
those actively involved in the work for now as without a green baseline it can 
be tricky to know what is expected to be in a fully working state. 
I wouldn't want CEP-21 to block anything else from landing on trunk/5.0 though, 
we can/should take the hit next time we rebase.
