### What InstanceCapabilitiesVO is the capability contract of a single instance: instanceId is the canonical, globally unique identifier (the instance name), never the numeric primary key - and the capability list is the exact vocabulary the frontend gates its actions on. It had no test. This pins the identity, the capability list, and that an instance without capabilities stays expressible. ### Verification - New tests on unmodified code: **2/2 green**, checkstyle clean. - Regression only (capability record). - Restored: green.
