## Summary
Fixes #11587.
The normal running-job metrics path could wait indefinitely on each worker
and
handled workers serially. This change keeps the existing metrics response
shape
while making collection bounded and best-effort:
- the default path uses a 3-second overall fetch budget;
- the existing concurrent raw-metrics fetcher is reused for the normal path;
- `JobMaster` applies the same 3-second worker timeout and skips timed-out,
interrupted, unavailable, or failed workers.
Issue collaborator feedback confirmed this focused slice is reasonable, the
issue is still valid, and no open PR covers this scope.
## Verification
- `git diff --check` passes.
- Maven compile was attempted with the engine server module and its upstream
modules. The sparse Windows checkout does not include unrelated
config-shade
sources, so Maven stopped before compiling the changed engine modules.
