Hi, I'd like to take the `connector-iotdb-v2` validation migration under #11007. I plan to move the existing `sql_dialect` validation from the source and sink factories into declarative `OptionRule` constraints, preserve the current default and case-insensitive behavior, remove the duplicate runtime checks, and add focused `ConfigValidator` tests.
