   This PR supersedes #11727 for CI-refresh purposes.
   
   Why this replacement exists:
   - The original author branch in #11727 currently carries the required fix, 
but the required `Build` check is failing on the contributor fork.
   - `maintainerCanModify` is enabled on #11727, but an actual maintainer push 
to `abdessalems/seatunnel` still returns `403`, so the branch cannot be 
refreshed in place.
   - This branch is the current head of #11727 
(`45a6d3bf709fc8f35ee40911c6c491cf0f54ac2e`, `[Chore][CI] Refresh PR #11727 
checks`) merged with the latest `dev`, so the same fix can run on a writable 
and current head.
   
   Scope:
   - No new functional change is introduced beyond the fix already reviewed in 
#11727.
   - The only extra step here is the `dev` merge needed to restore a mergeable, 
CI-runnable head.
   
   Original fix summary:
   - release `startedLatch` even when `BlockingWorker.run()` fails before 
entering the main `try` block
   - turn the silent hang from #11679 into a clear task-deployment failure 
instead of leaving `seatunnel.sh` blocked forever
   
   If this PR goes green first, it can be reviewed and merged in place of 
#11727.
