@SEZ9 F2 — Order is guaranteed by an explicit `LinkedHashMap`: `toCompiledPatternMap` builds `LinkedHashMap<Pattern, List<String>>` from the config map, and upstream `ReadonlyConfig.fromConfig` deserializes via Jackson `TypeReference<Map<String, Object>>`, which yields a `LinkedHashMap`, so HOCON declaration order is preserved end to end.
