There are no unresolved review threads or branch conflicts. The active `dev` rules require a merge queue. This PR currently has no queue entry or auto-merge request and still shows `BLOCKED`; my upstream repository role is `TRIAGE`. Could you put it through the normal maintainer queue/merge process when appropriate? The open #12299 and #12454 branches still lack this OceanBase dependency exclusion.
