@DanielLeens opened #12882 for this. It doesn't use `DATA_LENGTH / 2`. The `ALL_TAB_COLUMNS` view derives `DATA_LENGTH` from `SYS.SYSCOLUMNS.LENGTH$` (× 2 on GB18030, × 4 on UTF-8, for character-length columns) and leaves `NVARCHAR2` out of its `CHAR_LENGTH` list, so the catalog now reads `LENGTH$` directly for `NVARCHAR` / `NVARCHAR2`. Measured on all four `LENGTH_IN_CHAR` × charset combinations: `NVARCHAR(n)` / `NVARCHAR2(n)` always hold n characters and `LENGTH$` is always n. CHAR/VARCHAR/NCHAR are unchanged. The E2E covers the default database plus one initialized with `LENGTH_IN_CHAR=1` and UTF-8, and a read-only user.
