Are you sure that this not a rule setup on your mail server and not Declude.

In general Declude does not block at the smtp level but gives weight to email 
after it has been received by your email server and handed over to Declude for 
testing.

I've whitelisted and email address in global.cfg but the emails still are 
blocked what can I do to allow these emails?
The files say they are blocked,
