Should anything be checked in "enable for incoming SMTP blocking"?

What you are seeing is your mail server blocking the mail, in SM it's a setting under Security-->Antispam Administration --> Enable for Incoming SMTP blocking It is not recommended that you block on 1 RBL only. In general Declude does not block at the smtp level but gives weight to email after it has been received by your email server and handed over to Declude for testing.
