Hi, everyone. I meant to finishing reading the WHOLE thing before I comment. However, I want to second what David said, it really gives you a HUGE headache reading the darn thing, lots of jargons. That's perhaps why people are so worried. Nevertheless, the word that I got from another listserv was this was pretty benign, and would be unlikely to get passed. My main concern with the bill is the establishment of a separate agency. Oh, boy. Reminds me of the Govermentium element email that was circulated. Anyhow, the word is that this bill would be dropped in lieu of another similar one. Unfortunately, I can't remember which one. This other one has similar provisions, but will not establish another agency. There will be some wordsmithing to revised this one. I will email once I find which one it is if people are interested.
