And there are other volunteer organizations that do not work that way.

It's great to suggest holes in what's being delivered.  And it's fine to
try to convince people to work on something other than what they would
normally choose.

But we should be very cautious about putting in rules that limit how
people can contribute.  There needs to be a compelling case for adding
the rule.

I agree that a list of missing packages, or packages that need an owner,
would be a good thing to have.  And we can certainly encourage people to
start with that list if they're looking for something to help on.  But
there should be the freedom to pick something that's not on the list.

If the developers are volunteers, spending their own time, why do we
need to minimize their number?  Granted, in the extreme it could be a
problem coordinating the work of, say, a million developers.  But we
already manage with a thousand or so contributors to ON.  I don't think
we have to worry about having too many CCD contributors any time soon.
