Only if I know they're a regular user. Or if I've been given that number to reach them.

I'm sitting here now reading my TracFone instructions. It plainly says: "Airtime units are used when you access your voice mail or retrieve voice mail messages from your TracFone". So I guess it depends on the phone/plan one has.
