In Belgium there is only GSM service on networks operate in the 900 MHz or
1800 MHz bands. Some countries (including Canada and the United States) use
the 850 MHz and 1900 MHz bands because the 900 and 1800 MHz frequency bands
were already allocated*.  

In the time I spent in the EU this summer, I was able to connect using the
900/1800 bands and use sms and wap but never achieved connection using 3rd
party (operamini) browser on the razrV3 (GPRS) nor the samsung sync (EDGE)
...I am told the US uses 1900 for that and the EU is 2100 but have no
reference for that.

Most of them. In France and Belgium it is illegal to lock phones. In 
Italy carriers are not allowed to subsidize phones so there is little 
reason to lock. TMobile (Germany) sells unlocked iPhones. There is also a 
big gray market in iPhones. Lots are sold at retail by stores that are 
not authorized.
