If removing the USB devices made it change its start up behavior then it is your Power Supply that is starting to fail. If you can find the right replacement one, and change it out yourself without zapping your board with static electricity, it will cost you $30-$50 or so. Having a shop do it will cost $100. In my mind, it's better and cheaper in the long run to get a new computer from dell outlet delivered for $400 in 5 days instead of having to fuss around and pay that much to stick with an old one...
