Probably because you didn't write clearly. You just now brought up this "control freak perception" issue; where did you get that from?
Apple is planning a large jump in its research. Some of that will go for OS X. Why would they make it easy for others to sell OS X the way Psyster is (during the law suit)? Apple's business plan has always been to mate hardware and software to provide the best user experience.
