No one else has as of now posted a response so I will offer my guess.
Since 7.1 seems to offer no user setable power management options which
would over ride them, then the Adv. Pwr. Mgnt.settings in your BIOS will
take control.
I want my system Aways On so I disabled the fuction in my BIOS, but you
can disable just the video setting if you choose.
Hope this suggestion wasn't just wasting your time.
