A simple cost/benefit relationship.  IDE is *much* cheaper than SCSI and the
fastest hard drives (as far as MB/sec is concerned) are IDE drives.  And
with UDMA they aren't as CPU hungry as the older non-UDMA drives were.

Why should I buy the much more expensive SCSI disks as a home user?  It
simply doesn't make sense anymore, at least not for me.
