It is not a bug. Lilo relies on BIOS to access boot device. BIOS
normally cannot access more than 4 IDE drives. When you unplug hda I
guess Promise BIOS plays some tricks (like SCSI controllers do) to allow
BIOS to see this drive.

Why cannot you boot from hda?
