Yes we call them Sultanas here in Ireland as well, and use them frequently.  I 
would agree, there is no reason you couldn't use raisins.  Basically, a sultana 
is just a slightly bigger raisin, so if you were to use the same weight you 
might even get a few more of them through the mixture.  Some people over here 
use them in fruit scones (I believe).
