Probably no more than you'd be in if they pulled your data plate out of
the 
wreckage
and came knocking on your door. You can bet they'd press pretty hard too
see if
you'd change your story about the plane being stolen.

Then again, if you went flying and old Consuelo Continental gave up the
ghost
over the Appalachians, you might be mighty glad of that little track that
showed where you'd been and where you weren't any more.

I suspect such a device would get more people out of the fat than into it,
in the long run. Might be the best ELT ever invented.

One would expect that, at least initially, it would be monitored by a
different
agency than ATC.
