Bret;   Welcome the the world of Coupes. Yes, the carb heat flapper valve
is 
spring loaded to the off position. However, when the mechanic rigged the
carb 
heat, it should have been rigged so that it will stay on when pulled. If 
necessary, you can put a slight bend in the wire just in front of where it

enters the housing, so that when it is pulled, the bend in the wire holds
the 
carb heat in the position you pull it to.
