The only special tool is the reamer. What happens is that the combustion end of the valve guide erodes and/or wears to the point where there is enough clearance to allow deposits to build. As you fly, deposits collect on the valve stem and are pulled into the guide. the constant opening and closing of the valve keeps them under control, but when you shut the engine down, the guides contract as they cool, and the valve stems jam in the guides. Reaming the guides and cleaning the stems will help, but does not eliminate the cause. Many folks swear by Marvel Mystery Oil in the fuel to "permanently" cure the problem. The real cure is to have new valve guides installed. This is a very common problem with these engines, especially if you use 100LL alot, run too rich or burn a lot of oil. TCP is approved and helps keep the lead deposits from building on the valve stems.
