Bob, when we recovered my wings we put the fabric right over the holes in the butt ribs, just as the that we took off fabric was. I don't see any reason for cutting the fabric out of these holes. The holes are put in the aluminum for lightening only, as far as I know. We did install inspection covers in the holes in the butt ribs of the center section, to keep out dirt, cold air, mice, noise, etc. They work fine for me.
