Bob, my wings were recovered with razorback (the fiberglass cloth) in
the early 80's.  At that time the end holes were also covered to keep
mice out of the wings.  The cloth covers have never had to be cut open,
and this is having 3 different A&P-IA's do the annual inspection. They
have all felt confortable with what they could see, and all were happy
to see the endcaps covered as to keep things out.  I have never had a
problem with it.  Go ahead and cover them.  You will sleep better
knowing that mice aren't nesting inside the wings.  By the way, my plane
is always hangared when not being flown.  The covering looks brand new
yet, except for the color change where they cut holes for the inspection
covers, and had to glue on the rings.
