Dick, I wouldn't advise you to refuse... DO NOT HAND IT TO HIM. he can look at it. If you hand it too him it is considered voluntary surrender.
Not sure if you can legally refuse.. Had a ramp check a few years ago... he grounded a rental plane for the N numbers torn off of the air worthy certificate... he did allow the plane to return to it's, home base.
