FWIW, I think it probably should, although obviously they'd be ignored for the purposes of figuring out whether or not to send a report, which IIRC is all CPAN::Reporter uses the history file for. But recording that information would be useful for any other programs that the tester might want to use for, eg, generating reports on his testing.
