It doesn't really make sense to think about moving. There are two separate operations: the creation of a new thing, and the termination of the old thing. If you want to make a new thing, nobody can stop you. If the existing subscribers and the existing mailing list operator(s) don't terminate the old thing, you can't stop them, either.
I am not interested in a web forum; but I'm pretty sure it would be easy to pipe mailing list messages into a web forum if someone is really motivated to read them in that format. "Moving to a web forum" has been, in my observation, a very good way to silently kill an otherwise helpful/productive mailing list. I'm not saying that's a goal/motivation of the current proposal, but I think it's a likely outcome. It also provides an opportunity for the people who control the webserver to control the discussion and the archives.
