I have hope that it will rebound, it's just in kind of a... beta state still. When there are THIS many questions a day about how to properly configure a server that should signal a problem. Once you start to factor in the other problems like sv_password not working, I would assume that would be a slightly higher priority concern - especially because CS is such a team-based tacitcal game at higher levels, you can't just have random people showing up.
It's got some growing pains to go through, just kind of stinks this is now a full $$$ game instead of a mod - it's a bit harder to swallow patches and fixes once you've already paid for the final game.
