Html:
http://www.nuvemk.com/rebelate/rebelatehome/home4.html

geral css:
http://www.nuvemk.com/rebelate/rebelatehome/css/home4.css

ie6 specific: http://www.nuvemk.com/rebelate/rebelatehome/css/home4_ie6.css

ie7 specific: http://www.nuvemk.com/rebelate/rebelatehome/css/home4_ie7.css

Test results:

On Vista:
IE 6: ok.
IE 7: *ok.
FF 3.5.2: ok.
Safari 4.0.3: ok.
SeaMonkey 1.1.17: ok.

Can you please re-check on MAC safari?

@David Laakso:
*on IE 7:
I've applied:

*:first-child+html #content {padding-bottom: 10px;overflow: hidden;}

No luck. But, :D after changing some values here and there, I realize that
#endBanner was not contained on the float. The parent element was #colLeft
so, I've use the recent acquired information about overflow: hidden;
utilities on this parent, in order to contain #endBanner. :D~~
As a bottom note, in order to visually "separate" the content from the
footer, I've kept the padding-bottom value on #content.
