Not only that, but some (e.g. IE8) act differently depending on whether it 'considers' the content to be local or remote. I've lost count of the times I uploaded content and prayed it would work in IE because the wretched browser switched to quirks mode because the content was local even though it rendered the same thing in standards mode when viewed over the Web.
