It shows that an em is as wide as it is tall, but it's not the size of the letter 'm'.
As described in the spec, the em unit is defined as the font size. "em" is maybe not the best of all possible names for it. In typography, this value is called a "mutton" (if I found the right translation for German "Geviert"). But the latin capital M is considered to be about that width, if designed traditionnally with serifs.
Some people also talk about "M height" when they mean the capital height of a typeface. This may increase the confusion.
