I think it goes back to the original agreement, back in the 1980s, to
allow CSPAN to cover the Senate -- I remember there was a big debate back
then whether cameras should even be allowed, and it was finally agreed
only if CSPAN kept the cameras focused on the podium, and never showed
the Senators in their seats....
I suspect the senators did NOT want their constituents seeing just how
often they are NOT in attendence, or are asleep when they are...
