CSPAN only has cameras in the House and in the Senate at the perogative
of Congress itself...it first got permission from the House to start
covering House sessions in the mid-80s, but had a problem getting
permission from the Senate to cover ITS sessions...
Permission was only granted, I believe in 1987, if CSPAN promised to only
show the speaker's podium, and NOT place cameras so that the rest of the
room could be visible, e.g. the Senators in their assigned seats. No
REASON was given, but the presumption (back in 1987) was that the
Senators didn't want their constituents to see how often the Senator was
NOT in attendance (and perhaps catch him sleeping when he is)...
This decision was made back in 1987, and it's the rules under which CSPAN
is operating today...
