Doing a search at http://home.kyodo.co.jp/ on "balloons" brings up a
photo and caption:

Photo shows a balloon of unknown origin found May 18 in Ageo, Saitama
Prefecture, north of Tokyo. More than 10 such balloons were found in
eastern, central and western Japan the same day. The vinyl balloons
each carried a plastic container with a dry battery and a ''timer-like
device,'' police said. == Kyodo --AGEO (Kyodo)

Is anyone missing the obvious?  What a wonderfully cheap and effective
way to distribute biological warfare agents!  Is Korea, in its current
economic crisis, testing ways to take out its biggest competitor?

N.B. on the effectiveness... judging by the dimensions given in the
Reuters story and matching that to the picture, the containers are
about a 1.5 feet long.  Although the ballons themselves would have an
almost non-existent radar signature, filling those canisters with
liquid and getting them into a fair sized cluster (the report
mentioned a group of ten) would probaly show up as a blip on someone's
screen. It might be shrugged off as a flock of really fat seagulls, or
it might not.
