It's both. Rich elites are always a tiny minority and can be easily wiped
out at any time. This is their greatest fear. The system is funded and
maintained by them through the bribery of their politicians. It is difficult
to change the system because it requires the organization of too many people.
It can be done and has been done in the past, but it is most difficult in a
large diverse population which is easy to keep divided.
