Like the Civilian Observer Corps of WWII and the Korean war? During those
times they were dealing with slow moving aircraft so things would have to
bespeeded up now that we are dealing with aircraft that do 600 mph at tree
top level.
The pressure on whoever has to make the decision, friend/foe and shoot/don't
shoot is going to be over weling. But in the end, it can be done.
