Start getting the current patch editing ported over from the 2.16
installation. Not yet complete.
* globals.pl: setup @::legal_attachment_status
* Bugzilla/Attachment.pm: get the status_id, the name
corresponding to the status, and the possible choices for
attachment status, and remove the flag stupidity stuff
* template/en/default/attachment/list.html.tmpl: Show patch status
(with a dropdown box for editing if the user can edit the bug),
and get rid of the stupid flag stuff
