Make editcomponents not be a global priviledge.
* browse.cgi:
* template/en/custom/browse/main.html.tmpl:
Method to determine whether the user is allowed to edit the given
product is a little different now
* editcomponents.cgi:
* editproducts.cgi:
Check if the UserHasPermsToEditProduct() first for most things
(for product creation/deletion make sure the user has admin
rights)
* Bugzilla/User.pm:
Add a UserHasPermsToEditProduct() function
* template/en/default/global/user-error.html.tmpl:
Tweak the error messages to explain the new usage of
editcomponents in the appropriate circumstances
