It would be possible to do this automagically.
There is a very complete and up-to-date database
for time zones[1], which is installed by default
on virtually any linux system, which is
available as a standalone as well.

The only problem is to associate GPS
coordinates with a country/region. There are
databases to do this too, but this might be out
of scope in dt. In linux usually some sort of a
tree widget is offered so one can pick an ID by
country, and, if necessary, region.

Storing that ID in xmp would be one thing to do
so, the other being to give the dt-user a
choice, if the time stamp in the file is UTC or
never/always uses DST for a certain (possibly
different) time zone.
