RUSSIA:

Federation Council head against death penalty for terrorists


Russian Federation Council Chairman Sergei Mironov has spoken against
lifting the death penalty moratorium for terrorists.

"We need to toughen the punishment, but this alone cannot provide
security. I remain an opponent of the death penalty, this punishment is
senseless," Mironov said speaking to the members of the St. Petersburg
Legislative Assembly.

Mironov at the same time called for "making the law responsive to the
conditions of war on terrorism that have taken shape in the country."

He said the Federation Council will soon consider measures to increase
responsibility of all branches of power.
