I will reiterate a maxim from Policy work that applies here as well: it is not our job to prevent every bug from ever existing. Debian has a working, normal process for handling bugs. It's the job of the TC to deal with escalated issues that cannot be resolved through normal processes. I have said many, many positive things about continuing support for multiple init systems, both in this thread and in many other threads. I also put quite a lot of work into proposing language that I believe you called "worse than saying nothing." We've not made any formal statement.
