Yes and no, first, it simply means the translations are maintained
seperately from the tool itself.
Secondly, your bug report relates to "1.17~pre1-2" which is currently
in experimental, and translations follow unstable, not experimental[1].
Thirdly, indeed there are two "zgrep" in Debian. One from the package
"gzip" (this is the version which is translated) and one from the
package zutils (which is not translated).
I'm not sure how gzip and zutils manage to arrange this (maybe Daniel
can help here), but there is no way to my knowledge to detecte and
handle this in the translations, i.e. manpages-de.
Finally, you can always access the English version:
LC_ALL=C man zutils
should give you the original man page.
