I think 5 years would be awkward in an 8-member ctte; you'd end up with: 2010: 2 members appointed 2011: 2 members appointed 2012: 1 member appointed 2013: 2 members appointed 2014: 1 member appointed 2015: 2 members replaced ... 4 years is easy (2 members per year), as is 8 years (1 member per year), and 6 years isn't too bad (4 members every three years; or 2 members every year and half). Bumping the ctte size to 10 members could make 5 years work of course. Think it makes sense to have the term proportional to the ctte size though, so turn over can be regular.
