You could get continuity by having past members continue to participate in tech ctte discussions; they just wouldn't get a vote in the outcome... Also, new ctte members could have been participating in ctte discussions previously (or just general Debian development issues on -devel, -policy, etc), so they kind-of should be mostly up to speed already.
