It's a bit of heuristics. A source package that drops a binary and add another one is (I think) how the auto-transitioning [1] works. The point of my request is that you need to prevent things from showing on any API, so I can't think how I could create the list for you as only you have the information (in NEW).
I currently can't concentrate on reading that code, I will come back after MiniDebConf Hamburg (unless you can and want to figure it out yourself obviously).
