If there were some UDD query we could do for a bin NEW package incoming to unstable that would let us set a flag so we could have a *focused* warning would be better.

Perhaps better still, if we're going to warn the reviewer about that, would be to warn the uploader, and require them to unblock the review process before the DFSG team even saw the package.
I'm unsure if autoreject is the solution (if that's what you meant, I'm not sure I got your intention). Some uploads could be excepted to unstable, but maybe not allowing that is in the end a price that's acceptable to solve this automatically. Let's not haste into a solution but think carefully.
