start-stop-daemon lives in /sbin (at least with dpkg-1.4.0.19 from
unstable).

Very strange. Please provide the output of
        ls -l /sbin/start-stop-daemon /usr/sbin/start-stopdaemon
        ldd /sbin/start-stop-daemon /usr/sbin/start-stopdaemon
        dpkg --audit
