Well, in general Debian works as a do-ocracy. That means the decision is 
taken by whoever does the work. It is entirely possible to maintain a 
package or take care of parts of the infrastructure without actually 
being a Debian Member[1] or a Debian Maintainer[2]. This includes making 
decisions in that particular area[3].

What I'm trying to say (an probably not disagreeing with you) is that if 
you want to be involved in the decision making you have to actually be 
prepared to do some work.

[1] formerly known as Debian Developer, name changed to include those 
members of the project that don't upload packages
[2] a packages who is not (yet) a Debian Member and can upload a defined 
set of packages only.
[3] of course decisions in package maintenance have to be "approved" by 
the DD/DM actually making the upload, and commits to VCS are usually 
monitored by more than just one person and can be easily reverted, but 
you get the point.
